"I have a Penn Yan with two m360's.One engine is very low powered at higher RPM and won't rev above 3200.The distributor is re-built,new timing gears and chain,new wires and even swapped the carbs with no change.The carb on the poor performing engine ran well on the other engine.The engine won't advance past 20 degrees when opened up.Since everything else seems to have been changed would the CDI be the problem?Are the CDI or whatever the electronic control box is called the same for an auto/truck?"

Yes, but that's not the problem. The distributor is screwed up somehow. I'll bet the advance is sticking so it doesn't return to 'zero'. If so, you end up timing it retarded. If so, when it advances to the normal WOT point, it's 8 to 10 off.

Try this: Take the distributor cap off and work the rotor back and forth to loosen it up. Do this for at least 5 minutes--play a song on the radio opr something as you "click-clack' away. Then see where the timing mark is now, and how much it advances.
