Lowering foot to replace water pump...1989 35 HP

Have remove all obvious nuts/ bolts. Seems to be shifting linkage. How do I release.
Please help. Mercury motor.

I'd be willing to bet that you have one more bolt in it that is usually mistaking to remove,and that is the bolt that is in the gray/silver fin in the very back of the lower unit. While holding the lower unit as if your going to let it down, to the ground, there's a rubber cap on top of the adjustable fin. Remove rubber cap off top and there's the bolt.
 
That bolt has been removed, foot drops about 3/8" but will not come off ( without force which is aganist everything I know). Is the shift linkage a spline and socket? Removed the intake covers, no apparent help.
 
With the intake covers removed you should see some nuts.----Undo those nuts and slide the upper one up.Then remove the split ( black ) keeper.--Lower unit will come off.-----Model # of your motor ?
