Boy depending how well the motor has been maintained it can be a biotch.

Both the upper and lower shift shafts fit into the reverse lock cam and if the reverse lock mechanism is not working properly it causes the wire to bend and it also wears out the plastic cam and bracket. It is not easy to get to you need to remove the powerhead and tiller handle. Then remove the four motor mounts holding on the leg and separate the exhaust housing from the swivel bracket just to get to the cam and wire. You can try and loosen the reverse lock lever I prefer power steering fluid just lay it down so you can drip the fluid on all of the pivot points and just let it soak in. Even when everything is right it is not easy to install the clip for the shift lock release wire. Be careful with the power steering fluid it will blister the paint if there is corrosion under it but it makes a good liquid wrench.

Sounds to me that the driveshaft is not seated in the crankshaft.--------------There is a need to work carefully with some patience.-----------The lower unit must go on with the surfaces parallel and the driveshaft inline with the crankshaft.------------I have done many with no issues.

The shifter top and bottom connection may also not be lined up. Turn the motor upside down and try again after looking 'up there' with a light to see if the shifter part (from the top) is centered in the hole. If not, use some wire and poke it straight in the open area just below the Dyna Floats.
