Lower Unit problem?

I have a type O I/O with the an older GM 4 banger. Engine will not turn. I am thinking that the spline is not disengaged from the lower unit.
Prop turns by hand freely. Engine trys to to turn over but only moves about a quarter inch. Clutch works. Lower unit is part way lowered but does not want to move up or down. I don't want to force anything but...? Any suggestions or ideas?
 
Ayuh,.... The Model 0 is an antique that ya can't buy parts for, with an equally antique Renault motor.....

In all honesty, you've got Nothin' to fix...
Ya can't even buy gaskets for Any of it...
