lower unit on 110

got a 1978 merc 110 9.8 had it out in oct run it up on the trailer all good. took it out today started fine but will not go into gear. i pulled the lower unit and can move the **** link with no clicking at all. im thinking there was some water in the gear box is there a pin or any thing that will do this or should i start looking for a new lower unit?
 
i did drain it and it looked good but than we had a few nice days so i took it out. low and be hold it got colder than a well diggers ass and i did not thank about draing it again. the shift rod will turn side to side but no click and the gear never take hold i figure it the lower unit but was hoping it was a pin or something.
