Lower unit noise

What could be the problem if my lower unit making noise in neutral? In gears it is not making noise. I am suspecting the clutch dog. If it is the clutch dog is it possible to fix it myself?Thanks in advance for any info.

See if adjusting the cable get rid of it.------Sounds like clutch dog is rubbing on one of the gears in nuetral.
