Lower cowl switch assembly removal

2005 Mercury 115 HP Four Stroke. Lower Cowl trim switch assembly will lower motor but won't raise it. Pretty sure the switch is bad because trim and tilt works up and down on the throttle. Having trouble getting the lower cowl switch assembly off. Comes out about 1/2 inch but no further. Don't want to force it. Is there something I am missing?
 
Have you disconected the wireing and checked the tabs on the inside of the cowl to make sure they are not catching on the cowl? Some times the switch is a very tight fit in the cowl and the tabs will hang up. Have you tried to test for Voltage on the wireing to be sure that the switch is bad and not a bad conection somewhere in the wireing?

Figured it was just a tight fit but asked to make sure. Didn't look like there was more to it than that. No on the voltage test yet but will look into that before buying the switch. Thanks.
