low voltage at secondary fuel pump 2002 5.7 L

I recently had a 5.7L re-manufactured block install in my 02 Sea Ray. This upgraded from a 5.0 L. The mechanic has all working fine except when accelerating, it coughs, sputters, and dies down. He did some research and after testing, said the secondary fuel pump did not have the pressure required as it was not getting 12 volts. He straight wired 12 volts from the battery and it works OK. The sputtering and dying down stopped, but it still seems to have a "pause" when running under some power. What could be the source of the trouble that doesn't allow 12 volts get to the secondary fuel pump? This mechanic said it was beyond his electrical component knowledge - needless to say, I will never contract with him again.

Yes, The old motor had the same fuel injection. To my knowledge, he used the old fuel injection system.

you posted you now have 12 volts, could you be getting air in the system.

I like to do free things first. Check every clamp, check under the clamp, could there be a cut in a hose.

post back we will talk about the fuel system next.

The 12 volts I have now is rigged. He wired straight from the battery to bypass whatever problem there was. There are no leaks /cuts/ or abraqsions that I could find in the lines. With the rigged voltage, it runs pretty good, just that ever now and then there seems to be a slight hesitation in the motor. What I would like to do is find the problem with the voltage and get rid of the rigging.

Trace the secondary fuel pump wire backwards from the pump. Look for a corroded connection.
