Low speed miss and bog 175 carb engine

Idle rough runs on 3 or 4 then if you can goose it to get past 3000 it runs great.new fuel,new plugs,carbs are clean,jets are clean ,fuel pressure good,spark is constant

Compression test results are ?------------------Could be as simple as a leaky head gasket.-------Is throttle properly synchronized with ignition ?-----------Throttle plates must not open too early.
