Low rpms at full throttle

I have a 1989 Bayliner Trophy 2159 with a 3.0 OMC Cobra. I have only had the boat a couple of months, every time we have had it out we were only able to get approx. 3000 rpms at full throttle. I have checked the fuel pump, cleaned the flame arrestor, emptied the fuel tank and put 93 octane non-ethanol back in. I pulled down the rubber hose between the riser and the L pipe and the shutter valve is missing, the shaft is still there. I pulled the outdrive off today and have not found any evidence of the missing shutter valve. I was wondering where the valve is typically found, can it make its way all the way to the lower unit?
 
The flapper can find it's way down to the drive.
It can get into the shift and block the rod????
Possible the PO found it and removed it?
You sure the tach is reading right?
Do a comp test.
Timing advancing right?
The fuel system,the vent line clogged?
You sure the drive is the right one?Pics?
 
As of this morning I have been through the whole exhaust system, from the riser to the prop, the flapper is nowhere to be found. I did a compression test this morning 1-125, 2-120, 3-115, 4-120, next thing I' m going to check will probably be advance weights.
