Lost my steering.

I have an old AQ275 or 280 drive. The tiller arm still turns with the cable, but the stern drive is now loose. If I take the set screw out, can Pull the tiller arm off from the inside,and see whats up, or does the fork have to be pulled down on the outside to get it out? (Also requiring us to pull a 14000 lb wide load house boat out of the water and 50 miles back to the shop and removing the stern drive and bellows and using a torch to free up the shaft...........) Or will the arm pop off from the top?
