Light bog at WOT

Hey all, new here to this forum. I searched the archives but couldn't find anything that relates to my specific issue so I apologize if this question has been addressed.

I recently purchased an '84 whaler with the original 60hp mercury. It was bored and synced about 10 years ago then stabilized and put up. It was recently taken in and tuned by someone that borrowed it. The original owner believed it needed a 32:1 gas ratio which I recently discovered os not correct.

My problem is it will run great all the way up to wide open throttle. At WOT it will just make a different sound but not Increase RPM. Will the lean fuel mixture cause this or am I looking at a different issue. If I just have to run it a bit and dilute the fuel to get 50:1 then great, but if I should be looking elsewhere then I'd like to not waste the time.

Any help is greatly appreciated.
Again, sorry if this has been addressed

The 32:1 wouldn't have "hurt" anything, save fouling the plugs and causing some extra smoke. And if it was laid up for 10 years, it may have even been beneficial to run it a little oil rich for a bit.

Do you have a tach? Is it getting into it's wide open throttle range for the motor?

If you are getting into the low 5000 rpm range then that's "all it has".

You say it was "tuned" when it was borrowed. Do you know what they did. Even a well prepped motor can get "cooties" laid up for that length of time. Carbs may need to be fully cleaned (as in disassembled, possibly rebuilt). The rubber fuel pump diaphragm could have dry rotted - a seal or a gasket could of likewise, dried out/cracked etc.

The fact that is running, even if only 80 or 90% is a great starting point.
