whats the reason for the littl

whats the reason for the little hole on the bottom of the air silencer cover. theres a hose connected to it but i'm not sure where it connects. I've gas coming out from the bottom of the cover were the hole is. Is that from getting to much gas. model # TE70TLCE. Thanks
