leaking exhaust cover

i noticed that my exhaust cover had some dried rusty water spots under one of the bolt. upon starting my motor i did note some drops of water coming out of one of the bolts. my motor is a 2004 90hp 2 stroke. i was going to try to replace the two gaskets myself. i have two questions, would it hurt to run the motor like this, and would i run into any chance of breaking a bolt off replacing the gaskets? thanks.
 
It won't hurt, but removing those bolts to get the cover off can be a nightmare--they tend to snap off.

You might try removing that bolt (if it wants to come out without resistance) packing the area with epoxy, and screwing it back in (after letting the epoxy cure hard).
