Late 90s 175 carb ignition question

No spark rh bank. Testing stator, resistance is perfect, then testing output (dva) at outer switchbox numbers are good, inner both red and blue show about 15v. Take those wires off that inner switchbox and son of a gun I get nice output, in spec, matches other SB with wire connected. Is this a SB, or something related to the bias circuit, or a failing stator not able to push the SB?
I spent the 90s as a professional marine mechanic avoiding these engines, and I'm sure there are nuances I missed out on.
 
Just to follow up, I didn't try putting the inner box stator leads on the outer box and test, so I'm going to do that tomorrow, may give some insight.
 
Yah I know I shoulda done it when I was there, fortunately not far away and easy to plug in a keyswitch harness and test. Triggers all have output. Film at 11
 
Just to reiterate, blue and red feed the inner box, blu/white and red/white feed the outer box and have the yellow band. Trigger leads and coil leads are likewise banded yellow from the other box. With wiring in proper place, dva at outer box gives reading in spec. At inner box, gives 10v on both red and blue leads. Remove those inner leads, you get readings in spec from the leads. 175v at coils 2/4/6, the ones fed by the yellow banded harness. Now swap the stator leads between the sb's and the results are the same, outer switch box in spec, inner at 10v, but the coils don't see any output as they did when hooked up normally. Kinda strange. I wouldn't think the sb would know/care where it got its stator input from. Customer thinks he's got a buddy with a good sb, and I'll give it a try. Any other thoughts on the subject I'd be grateful for. Thanks!
