Kicker will not raise

The pump will not raise my kicker motor. If I play with the switch it will eventually work for a short period. It will always work going down. I used a test light to the blue wire at the pump motor. I have power there each time the swicth is activated to the raise position. I disassembled the motor and I could not find any problems. Does anyone have any ideas what may be wrong? It is a 2000 model unit. Thanks !
 
There is a electrical component connected to the blue wire. There is a number stamped on it #9N06133. The blue wire attaches then the brush attaches also. Can anyone identify what this is?
 
kicker pump.jpg This is the pump mounted. If you would like to see the inside of the motor I will disassemble it and take a photo. I remounted it yesterday. What I described above on the electrical component, it is mounted on the brush plate to the blue wire. Blue wire is up and the green wire is down.

It only means DC voltage is present. Did you swap solenoids between up/down circuits? There is either a bad solenoid or corrosion in the socket. Replace solenoids as a pair. You can test the solenoid by jumping the contacts w/the correct gauge wire.
 
Factory trim solenoids are on the side of the engine. My Merc. has them on the starboard side...right side from the rear for land lubbers.
 
My motor is a 2000 model 4 stroke 15 hp. The starboard side has the carb, dip strick and air cleaner. I am not sure what they look like. I will have my wife take a photo of the engine minus the top cover. Maybe you can recognize the solenoids. Thanks John!
 
I found the relays. They were located in the bilge area. I have a 20ft Lund proV. They just hang loose with the wiring harness. I located parts and I should be good to go in a few days. Thanks so much for the help!
 
The solution was to replace the relays, both of them. I followed the wires as you suggested. This led me to the bilge area. My wife actuated the swicth and I could feel the relays click. I swapped the relays and the up worked. I took the number from the relay and cross referenced. I ordered 2 new relays. Thanks again.

Here is a photo of the relay on the left. There are two. They are side by side in the bilge area on my 20ft Pro-V Lund. My boat is a 2000 model. The relay number is located on the top. The number is the bottom sequence. May this help someone in the future. Thanks for all the help. John
