i just purchased this boat wo

i just purchased this boat would like to ask a few questions 1st the battery is not charging could you give me step by step instuctions on how to find what the problem is this is my first boat
2nd i seen some type of gook coming from under the fly wheel and getting on the top carb

3rd could you tell me what size prop i should use to get the best performance out of the motor it is on a 73 16ft larson tr-hull
please help

" The 73 was an oddball year for the v4,that is none of the oily bits in the power head of the 72 and 74 will fit.Check the continuity of the yellow wires and check them to ground.Check the rectifier or replace it (cheap item).Pull the flywheel and check where this stuff is coming from.If it is the stator then replace it.What colour is this gook? "
 
i checked the two yellow wire

i checked the two yellow wires and they ohm out fine

i looked under the flywheel and the stuff is greenish color almost like grease and it is coming from both the oval black objects on the stator plus i still have not received an answer about my other two questions
