Are you absolutely certain that the drive is a Volvo Penta, and not a Merc "A" Dog Clutch drive????
The Merc A drive uses what's called a SA... (aka Shift Assist unit)... as to enable a shift from gear back into neutral.
(this SA system actually stumbles the engine's ignition system as the shift is being made)

Volvo Penta drives are "cone clutch" drives, and do not require an SA.

If Merc A drive, and if the SA is not adjusted correctly, or has an issue, your description of what occurs when you throttle down, and/or move in/out of gear..... fits the bill.

Yes, I'm 1000 % sure it's a Volvo penta. I've had a few people say it could b the cap & roter ? U can almost hear it bog down when I throttle down
