Johson 140 power trim help needed

When my power trim is all the way down against the stops the motor is still tipped out at the bottom. There is a pin that acts as a secondary stop and there are four or five holes vacant before the pin and the engine is down against the two round stops. How can I set those stops lower?
 
Thanks, I have the manual. I wasn't able to locate exactly how to move the pins in? I see what appears to be a set screw in the side of the housings the pins are in with about a 14mm or 9/16 hex head. Is this what locates the pin?
 
Actually they are not set screwsthey are just mounting bolts for the power trim itself. So I have no answer. I need to be able to move the two round metal stops in so that the engine will go lower. They are the two round pins that bump against the stops on the engine, they have a larger darker colored bushing or something with holes in the center for the stops to go through and then smaller holes around the face about midway between the center and outer edge.
