hello. I have 1989 40hp Johnson, VRO, having issues getting it started and keeping it running. Replaced fuel line and bulb, put new carb kits in and also new spark plugs. New CDI and coil. Gas tank is vented and not plugged. Motor turns over but won't fire. Yes, drained all gas and replaced with new before doing the replacements, premium gas and also added fuel treatment to it. When I do get it running may run 15 min or more but then dies and won't restart. Yes, is out of gear. Did quick compressor check, 120 on each. Did not do leakdown test tho. Also, fuel pump appears to be working as it is getting gas. Help, any suggestions?? Is it possible the fuel pump pumps sporadically? Don't think it's the kill switch or it probably would not start on the occasional times it does start? Thanks for any suggestions!
 
When you pump the primer bulb, it should get hard after about a couple of squeezes or so.
If not, your needle and seats in the carb are not working properly. I just went through that nonsense with my 1988 Johnson 90hp VRO.
Another thing to check is to make sure none of the fuel lines leak or are sucking air.
I had to install clamps on my carb fuel lines (many were missing) and also the orings in the quick connects were shot as well.
You can also check the voltage regulator. I have heard that they have a high failure rate. Mine was shorted internally and pulling the battery voltage down, and certain wires were really hot and felt like they were about to catch fire. That being said, I'm really not sure about your 40hp if it has the same sort of issue or not.
Did you replace the spark plug wires? Maybe they are going bad.
I'm a rookie when it comes to outboards, that's about all I can offer to you.
