Need to replace seal in center

Need to replace seal in center tilt cylinder on 200 HP 1990 Johnson. How in the heck do you drive the tilt cylinder pin out? I believe I have reached a neutral position so shaft is not loaded but the pin will not budge. I would hate to pull motor from the boat.

"If you are talking about the one that has the 2 wire clips in it...find a shaft that is slightly smaller in diameter, about a foot long..make sure the pin will clear when coming out...Then heat and beat....It can be done..."
