I have successfully attached a 1970 60 hp johnson and everything is working except for the steering cable. The cable went to a newer motor from a 1994 boat and appears to utilize the tilt tube. Is there anyway to modify, clamp, or adjust this cable to connect with this motor? Or should I get the right type of steering cable. One image show the steering wheel connection and the other two show the motor connection side.

Most boat shops have a kit to do this.---------Or if you have ability / tools you can weld some brackets to a scrap tilt tube and mount that.
 
This is the kit you need. But it requires pulling the cable back about a foot, which will make it hard to steer unless you can maintain gradual curves. Or you can install a foot shorter cable.

I'm not sure if I could pull it back a foot because the clamp would have to be installed before the nut. That would mean I would be inside of the aft engine compartment, which is hard to access. I dont think I would be able to install the necessary clamp.
