Johnson GT150 What would cause flat timing

89 johnson gt150 pick up timing sits at tdc while running when you try and rev it up it sounds like the timing is not advancing enough very lazy. any ideas

Is the timer base rotating ?----Post the actual compression values on this crossflow motor.
