johnson gt 150 bogs down at full speed

I have a Johnson GT150 1990 model
The timer base was sticking, now the motor will not run at full speed.
Bogs down at full speed.
I have checked the compression it was 75 lbs on each cylinder.
Can anyone tell me what is wrong?

75lbs is getting pretty weak. If the gt150 is anything like my gt200 compression should run around 90-110. What did you do to fix the sticky timer base issue?
