Johnson 8 hp low compression backfiring sometimes when trying to start

one of my sons took out my boa

one of my sons took out my boat and on the way back he didnt check to make sure the fuel tank was geting air in it and it collapsed in almost completly. he then turned the motor of and there was smoke coming from it. when got home tried to start it and it would occasionaly but it backfired and didnt seem to have much compression when trying to start any help would be great thanks
 
That sounds more like an overh

That sounds more like an overheat problem than a fuel starvation problem.
Any melted components and wires around?
 
no there doesnt seem to be any

no there doesnt seem to be any melted parts or wires but when we got it started there didnt seem to be much power behind it when we put it into gear
