Johnson 7.5hp- J8RCSS, Needle and seat issue

Just got a carby out of a Johnson 7.5hp- J8RCSS and pulled the bottom off and had a look at what i think is the needle and seat. Is this meant to have a needle balance across it? As it seem to be lacking that
