Johnson 6 wont start throttle tight

I am hoping someone can help , I have a 1995 Johnson 6 , two cylinder two stroke engine with forty hours on it.It came with a boat.It has been well serviced and cared for. I cannot start it to save my life ,It gives a few revs then dies ,I have stripped the carb and cleaned all the petrol residue out . Fresh petrol as well. The throttle seems to have very little movement in it , stiff and hardly any travel.Every cable and connection has copper grease on it and it has not been left in a wet shed. Should i try a new fuel pump or just put my trusty seagull on, which starts every time without fail.I could use the Johnson as an anchor.

Trusty Sea Gull. Seriously, more trouble shooting needs to be done. It isn't the fuel pump. The fuel pump only takes over after the motor is running. Primer bulb does the job to get it started.
 
No there is no corrosion at all. I have got it started now and freed the throttle off, now it runs , but erratically .It doesnt appear to tick over very well either .
