johnson 40hp flooding

Hello everyone. I have a 1991 Johnson 40hp outboard.. Both carburetors were rebuilt. New plugs installed..I can get it to idle..But after shutting it off, the carburetors leak fuel into the engine, fouling out the plugs. I have checked the float adjustments, and they are good.Cannot figure out why this thing continues to dump fuel. Any help would be appreciated.
 
Im running an old steel tank that came with the boat.Outboard hasnt been running in about 5 years.Found green fuel in carbs on first inspection..Found gabage in bottom of fuel bowls. Rebuilt the carbs..I have triple checked the float adjustments.Both are level and even.I did check to see if the needle and seat were closing by blowing into fuel inlet..I put everything back together.Hooked up my fuel line..Only pressed the fuel ball slightly.didnt even squeeze fully.Only enough to hear fuel going into the bowls.It fired up and idled..maybe 2 minutes until I shut it off.Let it sit for a minute..Tried to re-start and it was flooded.I can see fuel leaking from bore of carbs.cannot figure out where its coming from or why.If i clean plugs and retry it fires up without pressurizing the fuel ball.But does flood out.
 
Thank you for that info. It is definitely in the wrong spot then. Would that being in the wrong spot cause it to flood? Not to sound stupid, but I am new to boats. I will move that to the other position and see what happens. Can't thank you enough for the help!
 
Get a manual.----=-Learn what the electric primer valve does ( U-TUBE ) .-----Install a new water pump impeller.----Test overheat warning horn.----Test operation of the VRO on it.
