Johnson 40HP 1989 weak under load (Newbie)

I have 1989 Johnson on a 16 foot Lowe Big Jon. Had a problem with carbs and took it to a local mechanic. I had him rebuild both carbs, first trip out (About 6 miles) everything ran good, second trip ran rough and barely made it back o the ramp. Found bottom carb bowl drain screw laying directly below carb and top carb bowl drain screw very loose. Tightened both. Third trip hard to start and keep running and no power or RPM's under load, Top plug wet, bottom plug dry. Any suggestions as to repair or return to mechanic? Thanks in advance for all your help.

just the basics first, compression test and open air spark test and a cylinder drop test

Take it back to that mechanic. There's no excuse for that kind of workmanship!!!! To repair, it should be FOC !!
