Johnson 40 HP Throttle Needed to Run

My Johnson 40 HP will only run when the throttle is pushed up. Also, the kill switch has to be disconnected in order for the engine to run. I am thinking this could be an ignition wiring issue since the previous owner installed a new ignition. Any ideas?

Did he just change the ignition switch or the whole control box ?
