Johnson 40 HP not idling

I have a 1990 Johnson 40 HP not wanting to idle and runs at only low speed, half to full throttle no power doesn't bog or die just stays at low speed rebuild carbs replaced fuel lines including bulb and new manual fuel pump still having issues,will rev up with choke pushed in any information will be greatly appreciated
 
Low speed needles are set at 2 1\2 full turns that's where it would half way idle for a few seconds floats are set at 3\4 when hanging down I'll have to check timing tonight fuel pump is mounted on side of motor where manual pump mounts and pulls a vacuum from a plug I removed? Pulser for vro is capped off last time pulled plugs they were damp not dry
