I have a Johnson outboard 35 horse motor with power tilt and I am getting no spark. I have replaced power pack because power was going in but not coming out and still no spark. It has new plugs and new wires. I bought the motor used and was informed it had been sunk.

Having been sunk.... it could have many problems, however..........

Disconnect the black/yellow (kill circuit) wire from the powerpack. If you now have spark, the most likely cause is that the wire is shorted out at some point. If a ignition switch is being used, that is the most likely item to have failed.

Hopefully it was properly taken care of after it was retrieved from the water.------If not it will soon be scrap.-----------Have you removed the flywheel to inspect the electric eye for the optical ignition system.--May just need cleaning.
