Johnson 25hp hard starting

I have a 2004 Johnson 25 hp (J25RSRR) pull-start engine with a primer. It's quite hard to start and takes at least 10 pulls to cold start the engine. However, it runs really well once it's started. The carburetor is cleaned and I've recently put in new spark plugs. I'd appreciate any solutions to this problem. Thank you!

Out line your starting procedure in some detail.----Perhap there is room for improvement.
First, I open the air vent on the fuel tank. Then, I press the primer bulb on the fuel line until it's firm. Next, I turn the fast idle lever about two-thirds of the way up. Finally, I prime the engine about 13 times. Then, I'll try to start the engine.

Have you tested the little primer pump on the motor ?-----Is it squirting fuel ?----I do not believe you need to pump it 13 times.
