Johnson 225 volt gauge

I have twin 1995 Johnson 225's Oceanrunners, when I turn either ignitions to the on position, the volt meter for that engine pins the volt gauge to 18 volts. The engine will start and run, but the gauge remains at 18 volts or pinned to the max of the gauge.
Any ideas??? could it be a ground issue or am I looking at replacing the wiring harness?

How about hooking a volt meter to any Ignition on power wire you can find at the helm and check for battery voltage. Sounds like the gauges are the problem.

OMC had probs with the gauges back in those days doing just what you described. Do what Dockside said.
