Johnson 2004 40 hp engine’s shock absorption system not working

I have a 2004, 40 Johnson: The shock absorption system is not working. The motor will move up and down with the tilt/run lever in either the Tilt or Run position. The cable is still attached to the lever and it tightens up when it is put in the tilt position but feels lose when it is in run position. I have not hit anything with the motor but I had let someone one use the boat & motor and they may have hit something. Is there a reset on the cylinder?

Check that the valve on the unit is moving with the cable and not 'stuck' or the cable itself has jumped off or broken.
If the valve is moving, the cylinder is most likely broken. No way to repair but only replace.

Thanks for the info haffiman37. If the cylinder is bad I think I will go back with a power trim system.

I put the tilt/run lever in the run position and removed the cable from the lever. I then tried to move the cable in and out and apparently I did something because the motor will not move. I put the cable back on the lever and put the lever in the tilt position but now the motor will not move. I tried adjusting the cable via the grommet on the lever but I am afraid of putting too much toque on the grommet and breaking it. Is there an adjustment on the other end? Any suggestions?
 
Try taking the cable off at the cylinder end.
Have seen quite some cases where the plastic 'shell' has broken and cable not attached to the cylinder valve.
