Johnson 2000 4.0HP 2-stroke Fuel Leak

Model is J4RSIB.
Started up, but with gas leak coming from Carb

I took the carburetor apart and cleaned it excessively. Put back together. Started but with still with gas leak.
Next, I ordered the OEM kit and replaced the needle, seat, gasket and float, removed and cleaned the high idle screw and cap.
Did not start or turn over, gas leaking once bowl fills with gas. Small drips, appears to be coming from main bowl gasket on the fuel intake side but that is new and tight (gasket is not kinked).
The fuel hoses and connections have all been checked and no leaks from there. Using 50/1.

What could I be missing?
 
A 2001 model.-----The only thing I can say is take it apart and revisit the work.----Ordered a kit from a dealer or Amazon ?
 
I ordered the OEM kit from this site. Came in Johnson/Evinrude packaging. I took it apart again and I'll keep digging.
 
I put it back together, put some fresh 50/1 fuel in the internal tank, turned on the fuel, tilted the engine back, and saw that the fuel was dripping (pouring) out of the main bore, dumping into the air intake. This would seem to be a needle/seat issue but the original that I removed was in perfect condition, and the new OEM parts were installed yesterday. Before I throw it out the window, does this help diagnose anything? Oh, and still won't start or turn over.

I have the low speed idle pin backed out 1.5 turns, everything else is tight as can be.

From what I extracted from your description:
WHEN YOU PUMP THE BALL IT LEAKS OUT THE VENTURI? Yes or No?

If yes, you have a plugged carb bowl vent.
 
If it won't even turn over, you've got a much bigger problem than a carb leak! What exactly do you mean by "won't turn over"? Won't turn over - to me means the motor is locked up and won't move. If that's correct, you truly need to throw it out the window if you aren't more familiar with outboard motors than you seem to be.
 
I am definitely a novice, (but now intimately familiar with my carb having taking it apart 3 times) It won’t turn over meaning it doesn’t even try to start. Before I replaced the parts with the upgrade kit, I could get it to start, even if it was by spraying some carb starter in the intake, but wouldn’t idle. Now there is no firing at all.

But ok, thanks for your help. I will check the pin/seat one more time as it seems the most logical. After that, will have to ditch and move on.
 
Can't tell from parts catalog, does it have internal tank & connector for external also?

Is there a fuel pump on yours? If yes, then it is still pressurizing the carb.
 
Yes, internal tank and connector to external. Yes, fuel pump. Ok so I will inspect the vent and the pump.
