The motor is question is model J200VXSSS, 200HP carb 2 stroke, model year 2000. Last Oct I had to replace the OEM OMC binnacle throttle assembly due to an internal breakage of a metal part on the throttle. Replaced it with the identical OEM OMC throttle binnacle, made no cable length adjustments of any kind, simply removed from broken throttle and installed in new throttle. When I tested the throttle on the garden hose, the idle speed is 1700 rpms with the new throttle, the old broken one was 800 or so. I'm thinking I need to use the handwheel throttle cable adjustment under the motor cowling to adjust the cable length and decrease the idle speed. I have not done anything to the motor and it only did this after the install of the new throttle. Am I on the right path? If I need to adjust the handwheel, how would I do this? If it is the handwheel would someone please post instructions on how to adjust as I do not have the service manual.
 
Idle on this particular motor is adjusted through ignition timing, but you may very well have somehow shortened the length of cable travel from your binnacle to your engine which is advancing your timing....below the flywheel there are some levers that move when the binnacle is moved into gear and forward view them and see if they return to there null position when the binnacle is in nuetral.....
 
Also keep in mind when running the engine out of water, the lower unit buried in water, the engine RPM will never drop to its set idle because the exhaust is escaping the engine so rapidly it truly never warms up to come out of quickstart mode.....you will have to get that lower leg entirely under water to verify the idle speed running on bunny ears is not going to give you the correct idle speed.....
 
Ummmm....OK. To answer your question directly,

First disconnect the throttle cable at the engine. It is a 3/8" nylock nut on the stud that holds the end of the throttle cable.
Pull the cable off.
Manually move the throttle lever to the idle position. Note the relationship of the stud to the hole in the end of the throttle cable.
The end of the throttle cable should slide right over the stud with NO preloading in either direction.

Loosen the 3/8" bolt at toward the front of the engine where the cables attach, and turn lockwheel in or out as necessary to get the proper length on the throttle cable.

Now, above I said NO preload....but in truth, I put just a hair of preload on the cable to throttle lever so that when in neutral control position, the throttle
lever is pushing ever so slightly against the throttle stop rubber bumper.

Tighten and re-attach all bolts.

The same instructions are for the shift cable.
