"I picked up a 20 ft cc w/ a 96 johnson oceanrunner 175 w/ carbs. It ran great this spring but has recently started to die while under way. At first it would sputter a little while running at my usual 4-4200 rpm then it would die. After letting it sit for a few minutes it would start back up motor along at 2500 rpm but not want to get to 4000 rpm. After 5 minutes of this it would run ok. It has become progressively worse. Second to last trip out it got up to 4000 rpm thought it was ok turn around head back to harbor at 3000 rpm and it died. After 5 minutes it restarted limped back in. Have put in new plugs, new fuel filter, new fuel engine screen, new fuel pump vro assembly, also have added fuel boast and star tron additive Replaced somewhat worn shift cable thinking that the over rev sensor (??)(in motor at end of shift linkage) but this has not helped. Started right up, sounded good half way out of harbor it died at 1800 rpm. Had to wait 5 minutes before it would restart, limp back to dock."

This sounds like the same thing I have experienced on motorcycles where the problem was caused by a blocked fuel tank breather.

If the air can't get into the tank then the engine will die when the vacuum in the tank is strong enough to stop the fuel flow. If the tank is full it will happen quicker than if the tank has less fuel and more air. After the engine dies air slowly gets into the tank reducing the vacuum so the engine will run again for a while.

I may be completely wrong but the symptoms are the same so it might be worth checking.
