Johnson 150 oceanrunner blowing fuses

I have a 1995 Johnson 150 oceanrunner. It would blow the 5 amp fuse to the started/trim motor circuit on occasion. It now will start then with in a couple seconds will blow the fuse every time. Any hints on which way to go?

Uh, yeah. Not supposed to be a 5 amp fuse. Should be a 20 amp. start there.
