Johnson 140v throttle problem

Hi guys, new to the page!
wondering if someone could help me out.
just put a reco'd johnson 140v outboard on our boat.
now when the boat is in the shed not running, the throttle goes from 0° down to 90° without any trouble.. But when we dropped it in the water for the first time.. Anything after 45° became really tight and had to be really forced to get down near 90° to get the boat really humming along.
apologies for the Ameteurish way I've probably explained this but it's our first boat.
it suggests to me that the throttle cable either needs adjusting or replacing, neither which I have done before.

Not that it makes any diffrence... BUT... we would want to know the model number of that engine so as to pinpoint the year.

If the throttle cable was faulty, it should not make any difference whether the engine is running or not... UNLESS (possibly)... something is amiss under the flywheel. The engine runs, rotates in a clockwise direction... spinning in a direction opposite of applying throttle to the timer base.

I realize that's grabbing for straws so to speak but at the moment, I can think of nothing else.

1982 model.
out of the water the control arm goes full throttle
it was when we threw it IN the water it stiffened up
 
J140TLCNB is indeed a 1982 140hp Johnson... crossflow model.

I assume you're saying that the throttle cable stiffened up ONLY when the engine was running... and then moved normally when you shut the engine down?
 
Out of the water, running the hose and earmuffs, she goes like the clappers
in the water.. We get hummin along at 30knots, but really have to force the control arm down to get to 50knots.. Much power we cannot use :((
