Johnson 115 Missing at higher RPM's

My 2000 Johnson 115 outboard starts and idles fine. When taking off, it starts cutting out and missing at about 3500-4000 rpms. I can run under 3500 rpm with apparently no problems. However, as the day wears on, the humidity drops and the temperature increases, the missing problem decreases. In the afternoon, after the day has warmed up, the engine will run just fine at full throttle. I have been told this may be a power pack issue. If anyone has any thoughts, I would appreciate your input.
 
Put a timing light on it, turn it around and look into it. If you see any black spots that's your miss. Do this to each cylinder.
