I'm chasing down what I th

I'm chasing down what I think is an exhaust leak. My engine runs full rpm when the engine cover is removed however drastically bogs down when the cover is put back on. I have replaced both seals in the lower unit and the o-ring seal where the shift rod enters. I am hoping for it to be something minor (ie gasket). Has anyone anyone ever experienced this?

"Probably breathing its own exhausts. The leak is inside the cover. Try to sprinkle some soap water on suspect areas, while motor is running. Will probably show the leak.
