"I have late 80s Johnson 110 V4 VRO that has developed an issue that when the key turned to the off position it continues to run. A local dealer felt it was a faulty ignition switch and I replaced that with a new one. Still having the same issue. When I did the swap I ended up having an extra black wire that comes off a relay looking box next to the ignition, not sure where it was originally connected.
See attached pic. I checked continuity on both side of the wire harness and all wires appeared good.
Any ideas what is causing this?

Thanks.
