J70TLCRD won't shift into forward

I took the lower unit off for 2 reasons 1. There was water in the lower unit 2. The remote control would not shift into forward. (It will do reverse)
The flywheel does rotate
The remote control will shift into forward with the lower unit off
With the lower unit off, the shift rod will shift into reverse, neutral, and forward but it won't stay in forward. It pops back down into neutral. Is this normal? Could the problem be something other than parts in the lower unit?
Right now I plan to take apart the water pump, propeller shaft assembly, take out the drive shaft to look for damage and replace seals and any other parts that are damaged and then reassemble. I do have a manual.
 
Pops out of gear on the workbench?? Are you turning the propshaft when you shift?... If not, perhaps you are not shifting all the way into gear.
 
I think the problem is solved. I took the lower unit apart, and found a lot of gasket sealer down by the shift detente. I think it had fallen on the shift detente and just made it stick. It would go down (reverse), but it would not pull up (forward) and stay up. It works correctly now.
