Issues with 2007 Merc 30hp 2stroke

I just bought my first boat with this motor (s/n- ON085469) and have been having issues getting it going and hoping for some advice, or at least a boot in the right direction.

After having read a bunch of posts I have been able to troubleshoot a few problems but seem to hit a new one every time I think I won. This is where I'm at:

First time in the water it idled great but as soon as I went to take off it died. Starts up great, died every time I tried to take off. It has brand new fuel mixture. I found a knick in the o-ring on the round style (female) fuel coupler. Bought a new coupler.

Motor still wouldn't stay running when throttled up, but the bulb stayed firm at least now. Checked for spark on both plugs, checked gap, cleaned them and looks good till I can get another set tomorrow. Took airbox off the front just to see and it seemed to have about 1/4 tsp of oil in it (?).

Started it up again, tried very small tweaks to idle and fuel/air setting. It still idles a bit rough but when I put it in gear I can open it right up and when I let off, it idles back down and actually stays running (it used to completely die before idle down). So this is all great (kinda), but when I look around back again I notice the water isn't coming out any more so I shut it down.

This is where my comfort level drops and the knowledge gap increases. I like to think I'm mechanically inclined but I have VERY limited exposure to outboards and so I really don't know what my next steps should be for both the smoother idle & proper fuel/air mix and also the lack of cooling water.

Does anyone have any advice for a noob that is just dying to get a line in the water but is almost convinced that the fish gods are trying to punish him....
