Is throttle plate right

I'm a newbie I had a year between taking carburetor apart and re-assembling it (28 HP Johnson outboard) I couldn't start it when I finished,is it possible that I put the throttle plate on the wrong side,I remember you could do it with linkage up or down?How can I tell if it's right? The boat is at a different location, so I wont have model number until the week-end,but its a 1989or 1990 Johnson 28 sPL and kit number i used was 396701. if not that then I probably need a picture of where hoses go.

I noted the throttle looked open when I had the lever raised up for cold starting -or would that have been open either way?
