Is this a faulty freeze plug?

My apologies as I am new at this. I went to start up my boat that has an I/O motor and I had it running in my laneway. To my surprise water was gushing out of the drain plug hole in the transom. So I climbed up in the boat and had a look. Water was gushing from this hole which I assume was a faulty freeze plug. Can anyone confirm this is what I’m seeing? Your help is most appreciated!!

Ayuh,...... The picture is to dark, but yes, there's a core plug there,......

Odds are it got pushed out by ice, from a poor winterization,.....
