Is this 40Hp a short or long shaft

Hey guys, I've found an early 90's 40hp Tohatsu for sale thats within my budget. There's only one problem, the owner doesn't know if its a short shaft or long shaft and I'm too far away to look for myself. He said the distance from the cav plate to the top of the transom is "about" 22". *I need a short shaft but my boat is stored too far away for me to measure the Merc 25 thats on there now. 22" sounds like its a short shaft to me. Is it?

It's a long. Jap motors run about 1-3/4" longer than "nominal", so a Tohatsu Long is about 22" from antiventilation plate to top of transom.
