Intermittent power on Mercury 90 hp 3 cyl

Engine at around 3500 to 4000 rpm will begin to lose power. Then it may surge up. From 4500 rpm it runs fine. Has anyone had this issue or have any suggestions on how to remedy the problem? The carburetors were cleaned and compression was checked at the repair shop. TIA
 
Check your voltage regulator/rectifier. Next check your stator. If all good likely sync and link is the culprit. Has advanced timing stop screw moved off too far?
