Going to put leg on but can't get forward and reverse set on controls , have it backwards forwards is reverse and reverse is forward. da

You need to put the control in forward and the lower unit in forward ! -----then assemble-------have an assistant shift to nuetral before installing all the fasteners.

You have te lower shift shaft out of sequence. Rotate it CCW until you feel resistance, then install it in that position (with the above shifter in forward).

PS: For your education, I recommend turning the prop while 'playing' with the shifter, turning it with Vise Grips. You'll clearly see when it goes into neutral, then reverse, then forward again until you go all the way around.
